Vantage Narrative Intelligence Brief

Across the past three months, Vantage has tracked a coordinated effort to pre-delegitimize Bosnia and Herzegovina's 4 October general elections. The destination of this campaign is publicly declared: Republika Srpska's leadership has announced its intent to reject state-level electoral authority and to stand up its own. What has remained invisible is the machinery pre-positioning audiences to accept that outcome — who carries each step of the argument, on what timing, through which infrastructure, and to whom.

That machinery is what Vantage tracks, and over the past three months it has run a structured sequence aimed at Bosnia and Herzegovina's 4 October general elections: discredit the vote, discredit the institution that certifies it, and present a ready-made institutional replacement. The distribution infrastructure to carry that sequence to mass audiences is already built, tested, and — in part — newly constructed for this election cycle.

Outlook: We assess this activity will intensify through the final weeks of the campaign, with the goal of having rejection of the result pre-justified before polls close. Watch for the parallel-commission Narrative breaking out of entity-level media into the cross-border syndication network, and for the fraud framing shifting from claims to calls for action.

What we are seeing: a three-step staircase

The election-related Narratives circulating in BiH's Information Landscape stack into a deliberate sequence.

01 // Discredit the technology

The most syndicated election Narrative of the period (~ 4.2M cumulative audience in July–August) reframes the new ballot-scanning and biometric identification systems as replacing voter will. In one day a template text "ballots will look like a Lotto ticket" landed across roughly 18 websites.

02 // Discredit the authority

A parallel frame 588K audience in July–August) argues the electoral process runs on rules "imposed by a foreigner", attacking the legal legitimacy of the Central Election Commission itself, and grafting the election onto the older Narrative that international oversight of BiH is an occupation. The mandate of the High Representative is a genuinely contested legal question; what Vantage observes is how the network operationalizes it. The unresolved OHR succession is exploited in near real time — within hours of each development — as proof that oversight is collapsing.

03 // Present the replacement

The largest audience of all ~7.4M cumulative audience in July–August) belongs to the Narrative positioning Republika Srpska's suspended electoral law and its own election commission as the legitimate alternative once the state-level commission is discredited. This is the destination the first two steps build toward.

Cumulative audience sums the reach of every Asset that carried the Narrative during the period. Audiences overlap across outlets and borders.

The infrastructure carrying it

The staircase runs on standing, coordinated infrastructure. Vantage currently tracks over 300 Known Assets operating in the Western Balkans — accounts, pages, channels, and websites with documented behavioral track records. This brief identifies infrastructure by documented behavior; actor-level attribution, per-Asset registries, and Entity linkage can be provided in full briefings. Vantage observes this infrastructure acting in three layers.

A cross-border syndication network. A standing web of news websites across Serbia and BiH republishes identical content on coordinated timing. One example: on 28 June, two outlets in two countries posted identical translations of RT's French-language article 16 seconds apart. 1,5 hours later RT Balkans published it. Another example, The scanner-fraud framing moved through the same tracked network — verbatim, 18 outlets, one day. Same-day syndication of a political statement can be organic; verbatim replication across the same outlet network is a distribution pattern, and it is the one this network repeats. The payload changes; the pipeline persists.

A social distribution layer built to reach people who don't follow politics. For example, 13 Facebook pages branded around cooking, religion, and lifestyle content carry synchronized political Publications on shared templates, pushing a Narrative through the full Landscape within hours. This layer exists to deliver political payloads past the audience's political filters — and past content-level review, because nothing about any single post looks anomalous. The coordination is the only visible signature.

New, purpose-built election Assets — detected at inception. Vantage has identified candidate fan pages created in January 2026, and persona accounts posting AI-generated devotional political content — in one case, four Publications in a single day on 19 August, three within a nine-minute window, including an identity-borrowing device ("as a Croatian woman…") designed to lend cross-ethnic credibility, with a second page amplifying in a two-node pattern. These Assets are small today, but already on the record.

Upstream // Russian State Media

RT Balkan and Sputnik Srbija function as upstream hubs whose content flows into the regional syndication network described above — including confirmed cases of a single RT-sourced article replicated across "independent" outlets in multiple countries within minutes. Official Russian diplomatic channels distribute aligned content across Balkan audiences, and statements by Russian officials are used to anchor inflammatory claims with institutional authority before coordinated amplification. On the election cycle specifically, Russian state media has so far engaged opportunistically — amplifying domestic delegitimization statements at key moments — while sustaining its long- running frames: international oversight as occupation, the West as collapsing, Russia as the protector of Serb and Orthodox identity. The infrastructure connecting Russian state media to Bosnian audiences is persistent; how heavily it is loaded in the final weeks is a choice that remains open.
